R.A. 11203: The Rice Tariffication Law – Signed Into Law By Duterte on February 14, 2109 (Full Text)

Pursuant to the policy of the State “to ensure food security and make the country’s agricultural sector, viable, efficient and globally competitive”, Republic Act 11203 (R.A. 11203), entitled “An Act Liberalizing the Importation, Exportation and Trading of Rice, Lifting for the Purpose the Quantitative Import Restriction on Rice and for Other Purposes” was enacted into law last February 14, 2019.

In a nutshell, R.A. 11203 grants the liberalization of rice imports.  The law also removes the previously placed quota on rice imports and rice dealers can now import nearly unrestricted quantity of rice.

Under the R.A. 11203 , the tariffs for rice importation are:
  • For imports coming from any of the ASEAN member countries, the tariff is Thirty-five per cent. 
  • For non-ASEAN countries: Forty per cent if imports are  coming from non-ASEAN countries, if imports are less than 350,000 metric tons.
  • Tariff is One Hundred Eight per cent (108{affa41581c539e77a889a6a46af960df9ff1c7424670374343af90ba11e244ac}) for imports coming from non-ASEAN countries and more than 350,000 metric tons.
The new law seeks to provide healthy competition among rice traders, anticipating that more supply will lessen the demand and the price, but it cannot be denied that the local farmers stand at a disadvantage when import restrictions will be lifted and foreign competitors will enter the marketplace. 

R.A. 11203, however, does not lack in providing for measures to compensate the affected Filipino farmers by providing for the Rice Competitiveness Enhancement Fund (RCEF).

With the enactment of the Rice Tarrification Law, employees of the National Food Authority are concerned that they may lose their jobs because of the overhaul of the said office.
